I just now upgraded to LR5 from LR4. I have my web page and galleries all built in LR4. I imported my LR4 catalog into LR5 but my web info did not transfer. Do I have to start from scratch? I hope not. Any suggestions?

When opening your LR4 catalog with LR5, the catalog should have been updated for LR5 and you should be able to just continue as normal. Assuming you're on the same machine.
The web engines (in the Lightroom/Web Galleries/ folder) should be available. So should your web templates (in the Lightroom/Web Templates/ folder)
How did you go about "importing" your LR4 catalog into LR5?
Are you using the same computer? If you're not, just copy over the /Lightroom/Web Galleries/ and /Lightroom/Web Templates/ folders from the old machine.
