top level galleries directory not being created

during installation the top level 'galleries' directory was not created.
as a result of this 'Update Album Files' will not do anything because it can't find the 'galleries' directory.
I created the 'galleries' directory manually. (at the same level as the 'backlight' directory just in case this isn't clear to anybody.)
Now 'Update Album Files' works and I can create albums etc..

Just a heads up for those encountering similar problems and not wishing to spend as much time as I did !

You shouldn’t need to create a top-level gallery, there’s a folder named “galleries” that should be uploaded alongside the backlight/ folder and the index.php and .htaccess files when you initially upload the files to your server

As Rod said, the 'galleries' directory is part of the installed files when unzipping the Installer.
If creating other top-level galleries, Backlight should tell you if it wasn't able to create the directory itself.  In that case, the directory needs to be created manually.
It has been a very long time since this has come up.
