the login page uses the template for styling and masthead only. not for content.
But in CRG Admin under Settings > Localizations > Manage Localisation you can try placing html in the TEXT_LOGIN field
You'll need to either apply some inline styling to an image or use either custom css classes or the built in ttg classes for image alignment
