When viewing on a mobile phone, is there a way to keep the standard menu buttons showing as well as the now common 3 horizontal lines ?

The lowest you can set the mobile breakpoint is 640px (In Layout)
Beyond that, you could try custom css. It could get complicated as there are a few moving parts.

The short answer is no. Backlight 2 is designed with the intent that menu items will appear in the slide-out menu at mobile display sizes.
