Most Basic Question!

I have been running my CE4 website on BlueHost for a number of years.  I figured it's time to begin setting up a basic test site with Backlight (which I bought a year ago!), but immediately ran into an issue.  Under public_html I created a directory, backlight-test.
I unzipped Backlight-Pages-123-Release 4 into that folder.
When I use my browser, I get the message, "Backlight is not yet configured.  Please login to Backlight to continue.  When I click on that link, I get the error, "An error occurred while processing this directive."
I contacted Bluehost and they verified that Varnish and Cloudflare are not enabled.
I checked the .htaccess file and it is configured to be writable for the User, but not Group and World
My folder hierachy looks like this:
public_html
  backlight-test
     backlight
       backlight
          galleries
          index.php
Any suggestions?

folder structure should be:

public_html
        backlight-test
                backlight
                galleries
                index.php
                .htaccess

the backlight/ folder, the galleries/ folder, index.php, and .htaccess need to be at the same server level.
If your test site will be in a folder named "backlight-test" then put those folders and files directly inside of it.

if you run into problems, be sure to include a link to your test site
