the top line is a border, the bottom line is a horizontal rule <hr/>

I can't find any border controls in the plug-in that might control the border (but it's been quite a while since I needed to look at CE4), but custom css will remove it:

article .type-page {
border-bottom:0
}

you could also add article .type-post to the selector if you want to remove that border from posts.

For the horizontal rule there are a couple of options. In the Theme for WordPress CE4 plug-in, under Site Info > Typography, you can set the width to 0.
Or you can remove it with custom css. This rule is specific to the page you linked to:

.page-id-2 #primary-content hr {
  display:none;
}
