If I have package pricing, and include an option for digital download, is there a way to not include the shipping for the digital download only?

I don't understand your question. Can you explain in more detail? Packages include all items within the package, so if there is a shipping fee for that package then it will apply regardless of whether digital downloads are included or not.

Sorry, the question is if I want to include a digital negative and not have it include shipping since I can email it to them, how do I include that into my pricing to not have it include the shipping charge?

I assume your package consists only of digital downloads?
I've tested this and had no trouble setting $0 pricing for a package that consists of digital downloads (or items that don't attract shipping). That's by setting the pricing for shipping under Cart > Pricing > Shipping then selecting Manage Charges for the pricing scheme/s I'm using.
Where are you getting stuck?

my package consists of multiple products some that need shipping and the digital negative that doesn't since I can just email it to them, when i go under pricing in the manage charges and change it to 0.00, it still pops up with the 10 dollar shipping charge.
