Where do I go to get a consistent color to the cart button in to top corner? All my album button colors seem consistent.

those are controlled in the individual album templates under thumbnail presentation Grid Icons

It's in the Publisher settings. Double-click on the Publisher instance to open the settings dialog.
It's the same dialog box you use to set Publisher url and api, set the watermark, etc.

I changed both the Album > Thumbnail Presentation > Grid Icons > UI Background-color and UI Color to the same colors as well as all the Album > Large Image Presentation > UI Background-color and UI Color to the same colors and nothing's changed.
Still getting dark green Cart icon in top right of some of the windows.

Plus all my Pages have the Cart icon in the top right of the page in a dark green icon color.

I'm confused, which button are you talking about? The add to cart button on the thumbnails? The add to cart button on the large images?

I've got all the add to cart buttons consistent thanks to your direction.
The color of the floating cart icon that shows you have something in the cart is inconsistent. On my site it sticks to the upper right of the browser windows.

that setting is in the page template under UI Styling. Button Background-color and Button Color
make sure all the page templates you're using have the same setting
