Does the CE4 theme use the standard wordpress comment form API?

I am currently using the CE3 theme, and am having issues with some blog/forum integration as it appears the CE3 theme bypasses the comment form API.

Will upgrading to the CE4 theme help?

Probably not. The only "Comments API" I'm aware of is a part of the WP Rest API; development of CE4 Theme for WordPress predates the WP Rest API. Theme's comments are setup in functions.php, in the shape_comments() function.
