Republish or not republish, that's the question...

Hi,

May I safely assume that modifying any setting in a Designer section marked with that "gear icon" implies republishing the album?

Re-publishing is only needed for these changes to these Designer settings:

1. You have changed the size or other settings of the image renditions.  Only Publisher in LR can re-create actual image files.
2. You have changed the metadata tokens used under Image Metadata (for example adding a token {Exposure} that hadn't previously been there).

For point 2., to speed up publishing there is a checkbox under your Publisher settings (found by double-clicking the Publisher instance in LR) named "Push metadata without updating existing photos".  This will update the metadata needed for the Image Metadata section.

So what means this "gear icon" that may or may not appear at the left side of a Designer section title?

No special meaning, other than indicated a section title. Don't overthink it.
