I ran into this problem awhile ago. It seemed to have gotten fixed. But now, again, I cannot access the menu system from any page in the site on an Ellipses notepad or Samsung cell fone. The 'thingy' on the upper left corner does not show.
As opposed to the last time I had this problem when the symbols did not appear on a image page, now they appear just fine, but nowhere can i access the navigtion menu.

looks like you're using a page template that's set for One-column, No Tray
Check the Page Layout in your page template.
