Perhaps someone has already done this or I cant find the documentation...
I have an index page here http://dejourdan.de/de/galleries.php
The index page has three gallery sets published by publisher.
I want to ad a 4th Thumbnail, however I want it to go to a URL outside, for example http://dejourdan.de/data-download/
Is there a way to load a gallery or index page through publisher and redirect the thumbnail somewhere else other than to the intended connected gallery?

No. Publisher will publish to the designated target folder.
However, you could use the Autoindex Enabler to manually add what you want.
