Change permissions on Target Folder

Hi,
Where do I "change permissions on your target folder to 777"?  In the Web Setup section of CE3 Publisher Quick Install Guide it says to do this, and I can't find anywhere to input this.
Thanks for the help.

You need to do this using your FTP program. Access your site and the folder in question. Depending on the FTP program you use, the process may be different. I use Filezilla and can just right-click on a folder and then click on "File Permissions"

Just to point it out, the Full Install Guide is more in depth on how to go about these things. The Quick Install Guide is for those who are already familiar with setting up web applications. If you need more explanation, then you should be going by this document:
